Postgres and mysql are not set up properly by default so we need to add these to make sure it has the proper setup.

There has not yet been a release with support for Ruby 4 but main supports it.
There seems to be some kind of issue with running the test suite on Rails 8 with mysql on GitHub Actions.

solidus_auth_devise on GitHub allows Ruby 4 but a new version that includes that change has not been released yet so we need to use the version on GitHub for now.
